Chlorokinesis is a Moon Ring's spell to grow plants. A mermaid could use this spell to grow plants at an rapid speed, which could be used on a kelp forest. If it backfires, the plant will be killed during the casting.

In "Zac's Choice", Rita teaches the girls how to cast a spell to grow plants at an astonishing speed with a Moon Ring. She mentioned that she used this on a kelp forest for small seals to play in when she was younger. When Nixie tried to cast the spell, its failed, causing the seaweed to die.
